ESPN reporting that Toronto is waiving Pops with hopes to sign him to 10-day contract.  Seeming to confirm, Pops just tweeted "its a business."

Not a great situation for Pops...nice radio interview here.  Sounds like even if a 10-day contract is offered, he might choose to go elsewhere (Europe).

What does Toronto owe Pops? Nothing.  Why should a team gaurentee a contract when it doesn't have to? Since Pops wasn't playing that much for the Raptors anyways, they're obviously not too scared about losing him.  If he was really valuable multiple teams would try to scoop him up imediately and give him that guarnatee. 

This is not an NBA problem.

It's pretty clear that the NBA is a meritocracy where players make it on their ability, hustle and desire the entire game for the highly paying fans and their admirable lifestyles for young people.

Decisions aren't made for contract and salary cap reasons like trading someone so they can be retired by another team.

All the decisions on Pops, of course, have been entirely on what he can bring to the team and whether he is one of the best 15 of the Raptors and not as important a contributor as say Patrick O'Bryant.

The NBA is a great eample of free market economics where ability, talent, desire and teamwork are always rewarded. And the games are really fun to watch for their scrappy play and professional quality teamwork.
